It would S8em eQvisable, although not <br />necessarily e requirement, that the person filling the position sho~d have <br />legal aruJ/or engineerifl/l preparation. To do the .ark requirEld of the Director <br />of the Board, the position should be filled by one who has h1i'\ ssveral ysars' <br />experience and training in the oonservat.ion. utilization, and protection ct <br />the water reeource. This involves the knowledge of various legal aspects, <br />aa well as an understanding of fnc:tual phases of wat.er development and the <br />ability to understand and apply interstate water compacts and the principles <br />wbich concern both interstate and intrastate adjustment of water problems. <br />This program involves training arid experience in publio relations and the <br />ability to represent the State before state and Federel agencies, commissions, <br />interested water organizations, and committeee of the Congress. A knowledge <br />of the involved problem incident to the development of a basic water natural <br />resource is of vital importance. <br />B. A definite figure as to the number of years of experience oannot <br />be stated, out it should be understood that the required experience is not <br />easily or quickly attained. <br />
