I might say, whereby the need of any state that might <br /> <br />find that they could irrigate acreage in excess of that allotted <br />to <br />Ii t, could .be.. considered by the Commission. Now in support of <br /> <br />that I might say that Wyoming realizes that this is a matter of <br /> <br />co-opera~ion, ,that our viewpoints differ. We think we have a <br /> <br /> <br />lesson in point upon the construction of a reservoir upon the <br /> <br />lower river and the investment of certain rights there. When <br /> <br />. <br /> <br />such a reservoir 'is established an embargo is placed upon the <br /> <br />" <br /> <br />Upper River. That is a thing we wish to keep away from. Wyoming,. <br /> <br />therefore, cannot be expected to subscribe to any program that <br /> <br />on1yp.roposes a development of the lower river 1<1 i thout return- <br /> <br /> <br />ing to us a reasonable agreement as to the protection of our rights. <br /> <br />It seems to me that in consideration of the practical phases of <br /> <br />the matter, we must place some limit for the development before <br /> <br />we can expect proper action by the several legislatures to ratify <br /> <br />. <br /> <br />any agreement or compact that may he proposed by this Commission. <br /> <br />. <br /> <br />W. <br /> <br />I <br />
