This report contains <br />conclusions and recommendations derived from individual area studies <br />performed under authorization of Senate Bill 407 passed by the 46th <br />General Assembly. <br /> <br />. <br />.r <br /> <br />We sincerely appreciate the opportunity to participate in this <br />very important work for the State of Colorado. Our studies have con- <br />firmed that it is highly desirable to implement planned utilization of <br />our valuable groundwater resources and reservoirs in conjunction with <br />surface water supplies and facilities. Formulation of legislation <br />which will allow and encourage the integrated management, adminis- <br />tration and use of surface water and groundwater, without infringement <br />of present vested rights, will require considerable ingenuity on the <br />part of the attorneys and legislators involved. We hope that this <br />formulation will continue with the optimism, open-mindedness and ad- <br />vanced thinking that you, Mr. Eckles, Mr. Sparks and others have <br />evidenced to date. <br /> <br />It is also important that the water users fully understand the <br />legislation as finally proposed, the reasoning behind it and the alter- <br />natives.
