I
I
I

,1":'_ -, ~, ~ ~ ,
:) _ ,-.'7.\

tention ina direct manner, as well as shedding light on the
other two contentions.

This report addresses the following questions:

o Has there indeed been a change in the river call patterns!?

o Is the change in call patterns (if any is found) related

to the importation of water by the Harold D. Roberts

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Tunnel in the South platte River Basin?

o IS the change in call patterns (if any is found) related

to the transfers and changes of use of the numerous water

rights in South Park which were formerly used for agri-

cultural purposes?

The~e E~i8t8 A Diffe~ence in CaZZ Patte~n8 Bet~een 1941-1963 and
1964-1981

STAPRI provided a quick and complete frequency analysis of

divisional calls upon Water Distrit 8 for the period 1941-1963
and the period 1964-l98l, the pre-Roberts Tunnel and the

post-Roberts Tunnel periods, respectively. Water District 8 was

chosen for analysis, because it is upstream of the water rights

in District 1 and District 2 which are presumably benefited by

the importation of water through the Harold D. Roberts Tunnel by

the Denver Water Board. Figures 1-1 through l-12 graphically

depict the relation of frequency of calls between the 1941-1963

and the 1964-198l study periods for Water District 8. These

figures co~lectively reveal one phenomenon which the contender of

the third hypothesis would quickly believe: during the irriga-

tion season, the severity of calls against the Metropolitan

Denver wat~r users has noticeably decreased. For instance, a

January 1, 1880, water right in District 8 has been in priority

-2-

1:. i

_,~____~_~----'-'--'=----_~_, o'-.._-""-__.~L ~=_~~-,,__ '~"'_"~~-

;1
'J
,+
::~,

1
~
T

,

1
;~

'~'
