The Council urges Reclamation to continue to seek adequate funding <br />for construction of the Winter Water Program in FY 94 and to continue planning efforts with <br />regards to cost-effective canal and lateral lining strategies of the unit. <br /> <br />Uinta Basin Unit. The Council is pleased that the Secretary of the Interior formally <br />submitted the completed planning report and final environmental impact statement on Stage I of <br />the Uinta Basin Unit to the Office of Management and Budget for advice and consideration. The <br />Council recommends that Interior continue its efforts to obtain authorization to construct the <br />unit. <br /> <br />San Juan River - Hammond Unit. The Council recommends that Reclamation issue, as <br />soon as possible, the Definite Plan ReportJEIS for this unit and urges Reclamation to seek <br />authorization to construct the project. The Council looks forward to receipt of the draft <br />planning report and environmental impact statement. <br /> <br />Price-San Rafael Rivers Unit. The Council is pleased that the Draft Plan/Environmental <br />Impact Statement (EIS) has been released and public hearings conducted, and urges completion <br />of the final EIS. The Council urges cooperative effort between Reclamation, ASCS, SCS, FWS, <br />and EP A to finalize the Plan/EIS and seek authorization for the Reclamation portion of the joint <br />project. The Council also recommends that USDA, working with State of Utah and the Forum, <br />develop a mutually acceptable means of meeting the depletion charge required under the <br />provisions of the Upper Colorado River Basin Endangered Species Recovery Program. <br /> <br />Dolores Proiect. The Council is pleased with the progress made with respect to the <br />construction of the salinity control features associated with the Dolores Project. The Council <br />urges the continued funding necessary to complete all of the salinity features of the project. <br /> <br />Bureau of Land Management <br /> <br />The BLM is the largest land manager in the Basin, and lands administered by the BLM <br />are significant contributors of salt to the river. Therefore, the Council is extremely pleased with <br />the efforts of the Utah study team and the Utah Rangeland Salinity Steering Committee to <br />analyze the saline watersheds in the Colorado River drainage portion of the state of Utah. The <br />Phase I inventory, a cursory analysis of many watersheds; and subsequently Phase II, <br />reconnaissance planning investigation of 8 of the most promising watersheds, have been <br />completed. Phase III comprehensive planning, Phase IV implementation, Phase V maintenance, <br />and Phase VI monitoring, are the next activities. The Council strongly recommends that <br />activities be initiated on Phases III and IV in two watersheds in Utah. <br /> <br />The Council is very pleased with the organization of an effort in Colorado for Phase I <br />and II activities, with members of the Utah study team providing training assistance. The <br />Council looks forward to similar positive results in Colorado as were achieved in Utah. <br /> <br />4 <br />
