<br />My name is Wesley E. Steiner. I am Executive Director of
<br />the Arizona Water Commission and State Water Engineer. I appear'
<br />before you today, ho~ever, as Chairman of the Committee of
<br />Fourteen. With me at the ~itness table are members of the
<br />Committee from each of the seven Colorado River Basin States.
<br />(Introduce those present.) "~ile it was not possible for all
<br />members of the Committee to be here today, it is my pleasure to
<br />advise you that the joint statement ~e ~ill present. is fully
<br />supported by all fourteen members and each of the seven states.

<br />PART I
<br />
<br />The legal. political and technical back?round of Minute 242.
<br />During World ,Iar JI, in the interest of international comity,
<br />the Mexican Water Treaty was negotiated and executed by represen-
<br />tatives of the United States and Mexico settling, among other
<br />things, the annual obligation of the United States in respect to
<br />deliveries Df CDIDradD River water to Mexico. The Treaty requires
<br />the delivery Df not' less than 1,500,000 acre-feet annually to
<br />Mexico, except in event of extraordinary drought, and establishes
<br />minimum rates of delivery during the year designed tD permit the
<br />United States tD receive credit for all irrigation return flows
<br />expected to enter the river below Imperial Dam.
<br />Even though use in the United States cDntinued to increase
<br />and the salinity of the ~aters delivered rose in the years that
<br />
<br />fDllo~ed signing of the Treaty, no serious problems arose con-
<br />cerning deliveries Df Colorado River ~aters to Mexico until late
<br />in 1961. T~o events occurred at that tine, however, to precipi-
<br />tate a fDrmal protest by Mexico: the drainage system for the
<br />
<br />Well ton-Mohawk Irrigation and Drainage District was completed
<br />and went into operation and, at about the same time, storage of
<br />
<br />.?
