<br />10 <br /> <br />GUIDELINES <br /> <br />The guidelines with explanatory notes after each one where appropriate <br />are numbered for reference, in about the same order as the problems <br />that arise in preparing for and making a flood hazard evaluation. <br />However, it is best to consider all of the guidelines before following <br />anyone of them. <br /> <br />In carrying out their responsibilities under Executive Order 11296, <br />the Federal Executive Agencies should: <br /> <br />(1). . . . . DETERMINE FIRST, WHEN A PROPOSED USE <br />IS EXAMINED, WHETHER THERE IS ANY NEED TO EVALUATE <br />THE FLOOD HAZARD AT THE SITE OR STRUCTURE LOCA TION <br />BEING CONSIDERED. <br /> <br />Essentially, this means no more than deciding whether the site or <br />structure may be in a floodplain. Using the Plan Approach, the agency <br />will already have official maps for the area, so that the decision can <br />be made immediately. Using the Case Approach, the agency either <br />makes a brief preliminary investigation (has its experts obtain and <br />examine maps of the area or visit the area) or requests the information <br />from one of the agencies named in Section 3 of the Executive Order, <br />or other appropriate source, before making the decision. If it is <br />decided by the concerned agency that there is a need to evaluate the <br />flood hazard, then the remaining guidelines apply as appropriate. <br /> <br />(2)..... CONSIDER BOTH THE "PLAN" AND THE "CASE" <br />APPROACHES FOR A FLOODPLAIN ABOUT TO RECEIVE A FLOOD <br />HAZARD EVALUATION, AND SPECIFY THE CONDITIONS UNDER <br />WHICH ONE OR THE OTHER OF THE APPROACHES IS MORE <br />APPROPRIA TE. <br /> <br />The "Plan" and "Case" approaches are described previously in the <br />section title "Evaluation of Flood Hazard". <br /> <br />Before adopting either approach for a particular area, the agency <br />should learn what flood evaluation information is already available, <br />which means not only what Federal agencies may have on hand but <br />
