Significant effort is being focused at <br />potential coal users since long-term coal contracts are expected to provide <br />the basis for financing for necessary studies and construction. <br /> <br />The time frames for program implementation have been oriented toward the <br />needs of industry. The market window for delivered coal appears to be the <br />late 1980's/early 1990's. Accordin9ly, the study schedule anticipates <br />initial operation in 1989, construction start in 1987, and completion of <br />planning and environmental compliance activities in 1985. The work during <br />the remainder of this calendar year wi 11 involve (1) opening the venture to <br />participation by any and all interests, (2) defining the role and nature of <br />contributions of study participants, and (3) incorporating those contribu- <br />tions into a plan of study.
