Elliott
Colorado Building
DenTer 2, Colorado

,: 3U MY. Elliott:

At your request, the engineering staff of the Colorado
Water Conservation Board recently made an estimate of the water
production in the dr&inage area to be intercepted by a trans-
basin diversion from tributaries of the Eagle River as planned
ud filed on by you in the State Engineer's office. To assist
in the study, you furnished us with a sketch showing the nature
and extent of the proposed facilities, drawn on prints of the
51t. Jackson and Holy Cross topographic quandranqle sheets
which are publisbed by the United ~t~tes Geological Survey.

The sketch indicated a divil!~on of the collection
s!'8tem into two sub-areas, the first of which comprises
practically the entire drainage area above the gaging station
on Homestake Creek at Gold Park. The second sub-azea is
aeijacent to and generally north of the first, and its collechon
systelll. would extend to West Cross Creek and would discharge into
the collection system for the first sub-area. A tunnel under .
the Continental Divide, extend~~g from a reservoir on Homestake
Creek, could cn:~vey the water collected frow. either or &th
sub-areas to Lak~ Fork. a trlbu.tary' of the ArkansllS River.

The fi7:'..t sub-area. as measlIred on the map, contained
a.pproximately 32 square miles and the area of the secone. was
34 square miles. On the baEta of records of stream flow at the
two gaging stations on Homestake Creek, one at Gold Park and
the other just abaTe the mouth near Radcliff, it was estimated
that tb.e wa.ter production.would be the same for each of the
sub-areas. Due to vested water rights on the Colorado River
below the mouth of the Eagle River" it was also estimated
that the runoff for the months of May, June and July only
