<br />COST OF CONSTRUCTION
<br />
<br />A portion of the revenue from the sale of
<br />power developed by the sale of eleetrical power
<br />from the major dams is to be used to defray the
<br />cost of the cons1ruetlon of participatlng Pl'O-
<br />jeets. The Bureau of RecIamatlon when it sur-
<br />veys the projects will determine what portion of
<br />the cost of the project should be charged to
<br />irrigatlon.
<br />When the project il; built, the legal irriga-
<br />tlon dlstr.iet will eontraet to' sell water to users
<br />of the water. The cost of the water w:lll be
<br />based upon the cost to be paid to the United.
<br />States and the operation and Ill.a1ntenance costs.

<br />PRIORITY
<br />
<br />The Dallas Creek Unit has been designated
<br />by the State Water Board as Priority No. S in
<br />the Gunnison River Basin and as Priority No. 6
<br />througbout the Basins of the White, y~,
<br />Upper C,olorado and Gunnison ,Rivers.

<br />The Dallas Creek Unit hils a benefit cost
<br />ratio of 1.5 to 1,
<br />
<br />The Willow Swamp Reservoir on East Dallas
<br />Creek WOuld be constructed to provide actlve
<br />storage capacity for regulatlon of the runoff of
<br />that stream and water diverted from Beaver
<br />Creek. Water from Beaver Creek, a tributary
<br />of Dallas Creek, would be fed into the reservoir
<br />by a four-mile section of water colleetion canaL
<br />Water stored br. the reservoir would. be 1at'gely
<br />used for the late season supply to lower valley
<br />land of Dallas Creek. From the Willow Swamp
<br />the collection canal would meander some 16 :miles
<br />in a Northwesterly direetlon to the Dallas Divide
<br />Reservoir. This ReservoJ1o would be constructed
<br />on the Pleasant Valley Creek, a tributary of Dal.
<br />las Creek, to provide 11,000 acre feet of active
<br />capacity. It would regulate the runoff of the
<br />stream on which it would be constructed. as well
<br />as the water conveyed from the Willow Swamp
<br />Reservoir and other tributaries of Dallas Creek
<br />by the collection canal The Log Hill :Mesa Canal,
<br />about 19 miles in length, would begin at the
<br />outlet works of the Dallas Divide Reservoir and
<br />extend generally north to serve irrlgable lands
<br />on Loil: Hill Mesa. The Ridgway Canal would
<br />tllvert water from the Uneompllhgre River about
<br />2 miles from Ouray. From that point It would
<br />be constructed for a distance of- about 18 miles
<br />Northwest to serve the lands in lower Dallas
<br />Creek Valley. Besides supplementing' the needs
<br />of this land, water from this source, augmented
<br />by the release from Willow Swamp Reservoir,
<br />would replace water diverted hom the high trib-

<br />BENEFITS
<br />1. IRRIGATION.
<br />
<br />The Dallas Creek Unit would provide b>>: a
<br />fun supply of irrigatlon water fol' approximately
<br />16,000 acres of new lands and 10,000 acres of
<br />P1'eSently irrigated lands in Ouray County.
<br />Would provide for a full water supply for ap-
<br />proximately 10,000 acres of new lands in Mont-
<br />rose and Delta Counties and for about '10,000
<br />acres of presently lrrigated land in need of
<br />supplemental water in Montrose and Delta
<br />Counties.
<br />
<br />2. FLOOD CONTROL.
<br />
<br />During the year 1938, a series of public
<br />hear!ngswas held by the eorps of engineers for
<br />the JlUrP(!Se of determining flood damages with
<br />desirable corrective Inellllures within the Colo-
<br />rado River Basin above Lee's Ferry, Arizona.. In
<br />each of the hearings testimony was presented
<br />with supporting eVllb1ts provIded by local resi-
<br />dents who were conversant with existing flood.
<br />control problems. In such testimOny It 15 esti-
<br />mated that during the 20-year period previous
<br />to 1938, an average of about $8O,OOO;QO annually
<br />has been expended by public and private in.
<br />terests for flood-eontrol and repair of damage
<br />along the Unoompal1gre River between Ouray
<br />and Delta. An expenditure annually of this
<br />
<br />amount capitalized over 100 years at 2.5% in-
<br />terest would. eqUal almost $3,000,000.
<br />
<br />3. INDUSTRIAL DEVELOPMENT.
<br />
<br />It 18 a well-recognized fact that the natural
<br />resources of the areas surrounding the Uneom-
<br />pahgre Valley are such that the prospects of
<br />industrial development are very promiaing. How-
<br />ever, In order for any 8I1Ch development to be
<br />realized, it would be necessary that an adequate
<br />water supply be available for soch 1ndt1stzy.
<br />Without the storage of additional water, or im-
<br />portiI1g additlonal water from. the Gunnison
<br />River, there is no snpply of water for industrial
<br />development in the Uncompahgre Valley. The
<br />Dallas Creek Unit would provide water 'for a
<br />large 1ndustria1 development 1n the Uncompah-
<br />gre Valley. With the ever-increasing threat to
<br />centralize industry, such industrial development
<br />would assist the natlOnal defense in dtsbnrsing:
<br />industry.
<br />
<br />4, MUNICIPAL USE.
<br />
<br />As the development of industry occurs, there
<br />will be a corresponding need for municipal
<br />water to aerve the people who will be connected
<br />with soell industries. The same arguments ap-
<br />ply to municipal water as apply to industrial
<br />water--there is simply no additlonal water
<br />available without storing the watel' or importing
<br />Ie

<br />5,. RECREATIONAL.
<br />
<br />The four reservoirs of the Dallas Creek
<br />Unit will be located in the most beauUful scenic
<br />area of the United States. The Reservoirs would
<br />provide recreation fae1litles unequaled in at.
<br />traction 'in any place br. the United States.
