Representatives of the Colorado <br />, Water Conserration Board, the Colo- <br />rado Department of :-;atural Re' <br />sources and the Water and Power <br />Resources Service expressed optim, <br />ism last weei< that the Reagan admin- <br />, istration will allow changes that will <br />make water projectc; more easily j'.1sti. <br />lied than was the case under the Car- <br />ter administration. <br /> <br />The groups met at the Holiday Inn <br />to discuss the future of water projects <br />in Colorado, <br /> <br />Concerning restrictions on in- <br />vestigating and planning projects, <br />, Fred Kroeger of Durango, a mem bel' <br />of the Colorado Water Conserration <br />, Board, said, "I sense that some of the <br />rules and regulations could be sub, <br />ieet to change. We were told that if we <br />contact. the Department of the Inte' <br />rial' with our thoughts on this, we, <br />would be heard. This is encouraging," <br /> <br />Even though federal money for wa, <br />tel' projects is diiiicuIt to get. Kroeger <br />said, "We have had some funding of <br />, water projects from the state, and I a~- <br /> <br />tieipate that we will receive more <br />funding whereby we can share and co- <br />operate with federal agencies in wa- <br />ter development in the state of <br />Colorado. We must maintain and de- <br />velop the water that belongs to the <br />state under agreements," <br />Bill McDonald, also of the Water <br />Conservation Board, said, "I think We <br />have significant opportunities for Ii, <br />nancing from the state board's con- <br />struction fund and other sources to <br />bring water development to the <br />state," <br />Said Bill Plummer of Water and <br />Power Resources: "WPRS shares con- <br />cerns and problems with state and 10' <br />cal organizations and tries to help <br />resolve issues. One of the biggest is- <br />sues has been the planning process, <br />aarticular!v those constraints that in. <br />hibit timeiy planning and construc- <br />tion of projects," He added that the <br />neW administration has been careful <br />and deliberate in inviting comments <br />from anybody about new policies. <br /> <br />~!onte Pascoe of the Colorado De- <br />partment of :'latllral Resources said, <br />"Some projects will be buill, but not <br />all of them will be built." <br />
