<br /> <br /> <br /> <br />resolved, the District would submit a license application to FERC in <br />September of 1990. <br /> <br />6.0 SCHEDULE FOR AGENCY CONSULTATION <br /> <br />In accordance with FERC requirements, the District initiated <br />consultations with natural resource agencies in 1986. Preliminary study <br />plans for the various environmental studies required for Exhibit E <br />(Environmental Report) of the license application were provided to numerous <br />resource agencies from which comments were requested. During the summer of <br />1986, more detailed study plans for aquatic, botanical, and terrestrial <br />resources were developed in consultation with the Colorado Division of <br />Wildlife, the U. S. Fish & Wildlife Service, and the U. S. Forest Service. <br />These study plans set forth scopes of work for studies involving project <br />areas inclusive of the Cache la poudre Forebay Reservoir, Cache la Poudre <br />Afterbay Reservoir (mainstem reservoir), and Glade Reservoir, together with <br />required road relocations and buffer zones. <br /> <br />At the present time, studies are being focussed on the proposed <br />mainstem reservoir (Stage 1 of the project) only because it appears to offer <br />the most economic potential for developing water supply storage. However, <br />some of the environmental studies (botanical and terrestrial) had already <br />been planned for the area surrounding all of the potential project features <br />at the time the Authority agreed to participate in funding an extension of <br />the Basin Study. Since it is more efficient to identify complete baseline <br />conditions over the entire potential project area for these resources, <br />rather than in separate pieces, these environmental studies will be <br />completed for the entire potential project area, primarily the area <br />surrounding Glade Reservoir in addition to the area surrounding the Stage 1 <br />mainstem reservoir. For these studies, as well as any other of the <br />environmental studies, resource agencies will only be requested to consult <br />on studies pertaining to Stage 1 of the project. Although not required, <br />agency review, comment, and participation in studies involving the larger <br />potential project area is welcomed. <br /> <br />Agency consultation requested by the District on the Cache la Poudre <br />Project is based on the 3-stage consultation process required by FERC <br />procedures. Because of the extended time sought by the District by applying <br />for an additional two-year Preliminary Permit, and in an effort to preclude <br />breaks in consultation continuity as well as excessive expenditures by the <br />resource agencies, the District intends to conclude environmental study <br />consultation by October of 1989. As of April 1989, the District plans to <br />submit draft environmental study reports covering all environmental studies <br />completed up to that time for agency review and comment. After a 60-day <br />review period, comments from the agencies will be incorporated, and final- <br />environmental study reports will be delivered to consulting agencies by <br />October of 1989. This will end agency consultation until the time of <br />license application.
