'. O~0958

Niguel River to Gateway lacks outstandingly

remarkable values.

b. The portion from Gateway to the state line lacks

sufficient length for inclusion into ~1e s~stem,

but it could be combined with the Dolores River

segment in Utah for additional study.

These recommendations would protect two segments of unique

river--one of 35 miles and one of 107 miles--and have minimal adverse

effects on water users and private landowners.

No legal diversions

are presently located in proposed "wild" or "scenic" designations,

so existing maintenance and repair practices could be continued.

Percentages of privately-owned land are small, so that none could be

condemned and only scenic and access easements would be involved.

'l11e main effect would be loss of subdivision and development rights

in the river corridor by private landowners.

In conclusion, our staff believes that portions of the

Dolores River possess outstandingly remarkable values that merit

protection for the benefit and enjoyment of present and future

generations..

We recommend that.the Water Conservation Board support

the staff alternative or one similar.

The Dolores Project will not

be adversely affected.

'111e most significant effects will be to

private landowners through having to. give up scenic and access.

easements.

-12-
