Nevada 89701 <br /> <br />Dear Governor Guinn: <br /> <br />Enclosed is the Annual Operating Plan (AOP) for Colorado River System Reservoirs for 2003. <br /> <br />The AOP was prepared in consultation with representatives of the Governors of the Colorado <br />River Basin States, Indian Tribes, the Upper Colorado River Commission, appropriate Federal <br />agencies, and others interested in Colorado River operations, through meetings of the Colorado <br />River Management \Vork Group. The Work Group completed consultations on September 19, <br />2002. <br /> <br />The AOP contains the projected plan of operation for the Colorado River reservoirs for 2003 <br />based on most probable runoff conditions. The ADP reflects use of the reservoirs for all <br />purposes consistent with the ~Criteria for Coordinated Long-Range Operation of the Colorado <br />River Reservoirs Pursuant to the Colorado River Basin Project Act of September 30, 1968." The <br />Plan will be modified ifnecessary as the year progresses.
