<br />. <br /> <br />w <br />.... <br />.... <br />co <br /> <br />. <br /> <br />. <br /> <br />SUMMARY <br /> <br />Section 303 of the Clean Water Act of 1977 requires that water quality <br />standards be reviewed from time to time, but at least once during each 3-year <br />period. The seven-state Colorado River Basin Salinity Control Forum (Forum) <br />has reviewed the existing state-adopted and Environmental Protection <br />Agency (EPA) approved numeric salinity criteria and plan of implementation for <br />salinity control for the Colorado River system. Changes in hydrologic <br />conditions and water use within the Colorado River Basin have been evaluated <br /> <br />and this report presents the recommended revisions to the plan of implemen- <br /> <br />tat ion which are to be submitted to each of the Basin states for adoption. <br /> <br />The Forum finds no reason to recommend changes in the numeric salinity <br />criteria at the three lower main stem stations. Those values are: <br /> <br />Below Hoover Dam <br />Below Parker Dam <br />Imper i a 1 Dam <br /> <br />Salinity in mg/l <br /> <br />723 <br />747 <br />879 <br /> <br />The revised plan of implementation comprises a number of federal and non- <br /> <br /> <br />federal measures to maintain the adopted salinity criteria while the Basin <br /> <br />states continue to develop their compact-apportioned waters. The Forum <br /> <br />recommends that the plan of implementation described in this report be <br />carried out. The principal components of the plan are: <br />1. Prompt construction by the Department of the Interior of <br />two salinity control units authorized by Section 202, Title II, of <br />Public Law 93-320, namely the Paradox Valley and Grand Valley Units. <br /> <br />2. Expeditious authorization and construction by the Department <br /> <br />of the Interior of the Meeker Dome Unit and 10 of the units listed in <br /> <br />Section 203(a)(I), Title II of Public Law 93-320, or their equivalents <br /> <br />after receipt of favorable planning reports. <br />iii <br />
