Worse still, ALP-Lite cuts the tribes' water rights by 40%. <br />"The Southern Ute Grassroots Organization has proposed an alternative that would give <br />the tribes control of water and lands on and around their rcscrvations by creating a fund to <br />purchase water rights and lands from willing sellers in the region. "Our alternative gives <br />the tribes t'->ice as much water as any plan for ALP, and at less cos!, .. said Remington. <br /> <br />Taxpayer groups have long criticized ALP for its. reliance on huge federal <br />subsidies. That issue has galvanized growing opposition to the project in Congress and <br />resulted in an historic vote in the House last year to eliminate all funding for ALP. <br />"Pumping warer up the side of a mountain in one of the most rugged places on the <br />continent makes no sense," said Mike Black of Taxpayers for the Animas River. "ALP <br />lite continues this sad story, and asks for a brand-new class of subsidy as well.
