<br />JUL-ll~S7 13'33-PROM,M.B.S.S. <br /> <br />rD:S71Z1 247 8827 <br /> <br />PAGE .16/27 <br /> <br />00 <br />~ <br />1 C'J <br /> <br />· Concurrent with the release of the new proposal, project proponents confirmed that the new <br />alternative is designed to allow expansion, so that a project similar Ie the size of the old i\LP <br />may someday be built. <br /> <br />· AI'though the new proposal claims that certain features of the original ALP have been <br />eliminated - primarily irrigation and delivery systems - project proponents have said nothing <br />about the deauthorization of these features. In fact, some of the funds contributed by the state <br />of Colorado are earmarked for additional irrigation facilities if additional depletions are <br />allowed. Therefore, the new proposal clearly holds open the prospect that the old ALP could <br />be revived i"l its entirety. <br /> <br />Congress should not buy a pig in a poke. No appropriations are warranted or <br />needed for ALP at this time. <br /> <br />. All parties have now abandoned the original ALP as unworkable. Yet, project proponents <br />want Congress to continue to appropriate and stockpile funds for some type of water project _ <br />even though it is undefined and unauthorized. <br /> <br />· The new proposal has not been authorized by Congress, lacks a determination offeasibility <br />by the Department ofche Interior, has no benefit-cost analysis, has no repa)'mem contracts <br />and proposes to foist major COsts on the taxpayers and power users without any public review <br />or review by any committee of Congress. <br /> <br />IT IS TIME FOR CONGRESS TO PUll THE PLU8 ON AlP.
