Lower Basin Deliverv: Under the most probable inflow scenario, downstream deliveries <br />are expected to control the releases from Hoover Dam. <br /> <br />- The Normal eondition is the criterion governing the operation of Lake Mead for calendar <br />year 2004 in accordanee with Artiele ill(3)(a) of the Operating Criteria and Article <br />II(B)(I) of the Decree. <br /> <br />- Suspension of surplus determinations under Sections 2(8)(1) and 2(8)(2) of the Interim <br />Surplus Guidelines will remain in effect until such time as California eompletes all <br />required actions and eomplies with reductions in water use reflected in Section 5(C) ofthe <br />Interim Surplus Guidelines. <br /> <br />- In the event that California meets these requirements prior to, or during ealendar year <br />2004, eonsistent with Section 5(8) ofthe Interim Surplus Guidelines, the interim surplus <br />determinations under Sections 2(8)( 1) and 2(B)(2) will be reinstated, following <br />appropriate consultations. In such an event and in accordance with Section 7 ofthe Interim <br />Surplus Guidelines, the Partial Domestic Surplus determination will govern the releases <br />for use of water in the States of Arizona, Nevada and California during calendar year <br />2004. <br /> <br />. Water Apoortioned but Unused: Reclamation does not anticipate any available unused <br />apportionment for calendar year 2004 at this time. However, if any unused apportionment <br />is available, the Secretary shall allocate any available unused apportionments for calendar <br />year 2004 in accordance with Article II(B)(6) of the Deeree and Section I(B) of the <br />Interim Surplus Guidelines. <br /> <br />. 1944 U.S.-Mexico Water Treatv Delivery: A volume of I.S mafofwaterwill be allowed <br />to be scheduled for delivery to Mexico during ealendar year 2004 in accordance with <br />Article 15 of the I 944 U.S.-Mexico Water Treaty and Minute No. 242 of the International <br />Boundary and Water Commission. <br /> <br />2003 Consumptive Use & Revised Water Orders <br /> <br />On July 30'h, Reclamation issued an initial notification letter to all Colorado River water <br />contractors in the Lower Basin, who were expected to overrun their approved annual water orders for <br />2003. In its letter, Reclamation indicated that overruns of water will not be allowed, and deliveries <br />to contractors will be discontinued at the time that the approved amount of water has been reached. <br />Within California, the only agency being put on notice was the Yuma Project, Reservation Division. <br /> <br />Unauthorized Use oiColorado River Water <br /> <br />A meeting was held in Las Vegas on August IS, 2003, between Reclamation and the Lower <br />Division States to discuss Unauthorized Use of Colorado River water.
