Finally, since a finding ia not <br />an operative part of an act. deletion of this finding will in <br />no way affect the bill's substantive provisions. <br /> <br />With respect to finding (1). we do not believe. for the <br />reasons explained above. that it is factually correct to state <br />that "current" practices with respect to flood releases are <br />having substantial adverse effects on the Glen and Grand <br />Canyons.
