<br /> <br />PRESIDENT'S REPORT <br /> <br />resident Bush submitted a budget <br />" of $135,324,000 for the Central <br />Utah Project, Fiscal Year 1990. <br />Section 5 of the budget was $116,- <br />170,000 with $3,000,000 earmarked for <br />the Collection System of the Bonneville <br />Unit and $83,000,000 for the Municipal <br />and Industrial System. In addition, $35,- <br />000,000 will be used to develop the <br />Diamond Fork System. <br />Assistance was provided to a multi- <br />agency task force in collecting and under- <br />standing the aquatic data from the Provo <br />River downstream flows from the Deer <br />Creek Dam. Results of the study showed <br />that winter flows lower than originally <br />recommended by the agencies could occur <br />in the river without causing a significant <br />adverse effect on the quality of the Brown <br />Trout fishery. <br />Meetings with various county commis~ <br />sioners, state legislators, and congressional <br />representatives were held to respond to <br />their questions and bring them up to date <br />on Project activities. <br />The Board reviewed the Memorandum <br />of Understanding for the Provo River <br />Flow Requirements. The Memorandum <br />of Understanding is a good faith agree- <br />ment for the use and flows of the Provo <br />River until Jordanelle is completed and in <br />operation in 1992. <br />The District has assisted the Duchesne- <br />Strawberry water users in a study to deter- <br />mine the need for additional work at <br />certain diversion facilities on the canal <br />system. <br />The Board reviewed the studies of the <br />Levan area which assessed the irrigated <br />areas and irrigation practices. The study <br />also defined the need for Project water <br />and how the District could assist citizens <br />in the Levan area. <br /> <br />1 <br /> <br />The Board approved a letter of agree- <br />ment with an outside professional to <br />update the policies and procedures for the <br />District. <br />A letter from Governor Bangerter to <br />the Utah congressional delegation ex- <br />pressed strong support for the District's <br />I&D Plan, and encouraged them to incor- <br />porate the plan in the new federal legis- <br />lation. <br />Meetings were held with the Utah As- <br />sociation of County Commissioners and <br />Councils during their semi-annual meet- <br />ing in southern Utah. Commissioners <br />expressed their support for the Project. <br /> <br />ACKNOWLEDGEMENTS <br /> <br />The District expressed its appreciation <br />to the following retiring board members <br />for their many years of service: Donald G. . <br />Spencer, Charles Crozier, P.
