PRESIDENT'S REPORT resident Bush submitted a budget " of $135,324,000 for the Central Utah Project, Fiscal Year 1990. Section 5 of the budget was $116,- 170,000 with $3,000,000 earmarked for the Collection System of the Bonneville Unit and $83,000,000 for the Municipal and Industrial System. In addition, $35,- 000,000 will be used to develop the Diamond Fork System. Assistance was provided to a multi- agency task force in collecting and under- standing the aquatic data from the Provo River downstream flows from the Deer Creek Dam. Results of the study showed that winter flows lower than originally recommended by the agencies could occur in the river without causing a significant adverse effect on the quality of the Brown Trout fishery. Meetings with various county commis~ sioners, state legislators, and congressional representatives were held to respond to their questions and bring them up to date on Project activities. The Board reviewed the Memorandum of Understanding for the Provo River Flow Requirements. The Memorandum of Understanding is a good faith agree- ment for the use and flows of the Provo River until Jordanelle is completed and in operation in 1992. The District has assisted the Duchesne- Strawberry water users in a study to deter- mine the need for additional work at certain diversion facilities on the canal system. The Board reviewed the studies of the Levan area which assessed the irrigated areas and irrigation practices. The study also defined the need for Project water and how the District could assist citizens in the Levan area. 1 The Board approved a letter of agree- ment with an outside professional to update the policies and procedures for the District. A letter from Governor Bangerter to the Utah congressional delegation ex- pressed strong support for the District's I&D Plan, and encouraged them to incor- porate the plan in the new federal legis- lation. Meetings were held with the Utah As- sociation of County Commissioners and Councils during their semi-annual meet- ing in southern Utah. Commissioners expressed their support for the Project.
