LEGAL AND LEGISLATIVE COMMITTEE The Legal and Legislative Com. minee recommended to the Board petitions totaling 191 acre feet of irrigation water under the Duchesne Block #1. The Committee reviewed a contract on the operation and maintenance of the Jordan Aqueduct System. The agreement is between Salt lake County \Vater Con- servancy District and the l\.'lerropolitan \Vater District of Salt lake City, with the Central Utah \Varer Conservancy District and the United States Bureau of Recla. marion as approving parries. The Committee approved the allot- ment of 1.5 acre feet per share of Project irrigation water for the 1989 irrigation season in the Duchesne area. The allot- ment could be increased or decreased based on the conditions of the runoff and water supply during the year. The Committee reviewed a contract \vith the Intermountain Consumer Power Association to accept and convey the Dis- trict's allotment of CRSP power to District facilities. The District approved and executed an agreement for this power which became available in October of 1989. The Board approved a contract to appoint ICPA as the District's agent for purchasing of Salt Lake City area inte- grated project power and approved a ser- vice agreement with ICPA to accept and convey the District's power allocation to District facilities. The Committee reviewed the Memoran- dum of Understanding of the Provo River flow requirements. The ?\'lemorandum of Understanding is a good faith agree- ment for the use and flows of the Provo River until Jordanelle is completed and in operation in 1994. It addresses the portion of the river at a point immediately below 9 the entrance of the Deer Creek tributary into the Provo River to the Olmsted Diversion Dam. The Legal and Legislative Committee reviewed a resolution to approve an agree- ment with the United States Bureau of Reclamation for conveyance of non- Project water through Project facilities and to enter into a third party agreement to convey water supplies in Project facilities.
