The project plans provide for maintenance of <br />adequate fish flows on the Roaring Fork, and providing <br />the cooperation of the holders of existing priorities can be <br />obtained, fishing can be improved and recreation en- <br />hanced. . <br />The project interests also emphasize that the exist~ <br />ing Twin Lakes project could participate in sharing of <br />the benefits to be derived from the project by the pur, <br />chase of additional service to this existing system capacity <br />made available by the project. It has been estimated that <br />such water would be available at a price of $2.00 per <br />acre-foot and approximately 12,500 acre-feet on the aver- <br />age would be available for the Twin Lakes people by <br />virtue of this service. <br /> <br />In addition, project interests point out that this is <br />the first project in Colorado that has been planned with <br />full cooperation of representatives of fish and wildlife <br />interests, that the district representative of the Isaac <br />Walton League had commended the project on the sl'irit <br />of cooperation evidenced in its planning, that the Fish <br />and Wildlife service and National Park Service had par' <br />ticipated in the planning of the project from its inception. <br /> <br />.-. <br />"'I <br />., <br />:'1 <br />.,: <br /> <br />;j,:)' <br />::J <br />.'~ <br />:1 <br /> <br />OPERATING AGREEMENT <br /> <br />U pan completion, the project will be operated in <br />confonnity with a statement of operating principles <br />agreed to by the east and west slupes of Colorado and <br />approved by the Colorado Water Conservation Board, <br /> <br />These principles provide that the fundamentaLpur- <br />'Pose of Aspen Reservoir is replacement storage for West- <br />ern Colorado as required by state statutes. Aspen reser- <br />voir will be built without cost to VIlestern Colorado and <br />no charge will be made for the release of replacement <br />water. Any portion of the reservoir not needed for this <br />purpose is considered "surplus capacity" and water stored <br />in that capacity can be sold to private users in Colorado. <br /> <br />The minimum stream flows of the Frying Pan River <br />adequate for the protection of fishing will be preserved <br />and with the consent of the Twin Lakes Reservoir and <br />Canal Company that Comp,any will refrain from asserting <br />their decreed priorities whenever the Roaring Fork River <br />falls below certain specified. minimums, provided the proj- <br />ect furnishes the Twin Lakes Reservoir and Canal Com- <br />pany with a like amount of water wjthout charge. <br /> <br />Municipal uses of project water are preferred. Proj- <br />ect la~ds, except op~rating, reservations required for the <br />operation of the project, wIll be open to the public for <br />recreational use. All rights of western Colorado to Green <br />Mountain Reservoir on the Blq.e River are protected.
