Under the terms ofa Water Management <br />Plan (Knutson ] 992) developed pursuant to a ] 980 bioIogica] opinion for Craig Station Unit 3 <br />(USFWS 1980), Tri-State agreed to bypass up to 1,000 AF/year of its Wessel Canal direct-flow <br />water right to augment instream flows for fish.
