Even though <br />the "Wild and Scenic Rivers Act" <br />has now been amended 10 e:ulude <br />lri~ularies. the mainstcm Piedra <br />including the Middle and East <br />Forb [t;mains under study for <br />possible inclusion in the Wild and <br />Xenic Rivers S)"!.tem. The law <br />refers to a rivcr in il:s free-flowing <br />~ nmdition or upon rc"'touljon 10 <br />Ihis condition. It also indicates <br />Ih:u the United Slales can take a <br />water right by paying "just <br />compensation." namely condero. <br />n;uion. The Cilizens Commillec <br />feels that if the rh'cr Ic~'d ever <br />." gets low in future years. the <br />government could lake water <br />rights not only ....n the ri\'er itself <br />but also on tributaries that feed <br />.....alertotherivet. <br />Another future concern il'- <br />volvcs commillmenls to deliver <br /> <br />:,.. <br /> <br />waler 10 other Slates under the <br />variou'\. compa>:ts and the use of <br />large amounts of water by the <br />Indian tribe'!o.
