Furthermore, the three areas of <br />focus do not seem to be those identified in the Assistant Secretaries' <br />June 16, 1988 letter concerning the GCES. <br /> <br />Category 4 -- This section should be expanded to more clearly <br />indicate what is being proposed. For example, the second sentence <br />of this section states: "Certain elements of the data collection <br />will proceed as necessary to ensure no loss of data or opportunity." <br />This section should describe the data collection activities that might <br />need to take place, what data or opportunity might be lost if these <br />activities do not proceed, and what events might make these data <br />collection activities necessary. <br /> <br />The Commission and the States representatives suggest that the <br />language contained in the Assistant Secretaries' June 16th letter be <br />utilized when discussing the operational limits within which the study <br />will be conducted as well as elsewhere in the GCES Program document. <br /> <br />Reference to "study goals" has been made several times in the text <br />without specifically stating what those study goals are. These goals <br />should be specifically stated. It is also suggested that phrases such <br />as "specific aspects," "specific contingency plans" and other vague <br />wording either be eliminated or adequately defined. <br /> <br />Category 5 -- The title of this section should be renamed <br />"Preparation of the Executive Review Committee Report" to be con- <br />sistent with Figure 1. <br /> <br />The first paragraph of this section belongs under the discussion <br />of study organization that occurs within category 2. <br /> <br />Consultation with the Commission and States representatives <br />is essential prior to finalization of the revised Executive Review <br />Committee Report. The Commission and the States representatives <br />suggest that ca~egory 5 contain two major activities: (1) Prepara- <br />tion of the draft Executive Review Committee Report, including a <br />review by the constituents, and (2) Finalization of the Executive <br />Review Committee Report through consultation with the States repre- <br />sentatives. This section of the GeES Program document should be <br />revised to reflect completion of those two activities. <br /> <br />Category 6 -- The title of this category should be changed to <br />"Department of the Interior Action." Within this category the Depart- <br />ment of the Interior will evaluate the recommendations contained in the <br />Executive Review Committee Report and, after consultation with the <br />States representatives, will take the appropriate action. <br />
