Phase 2 is expected 10 require approximately two years and will foeus on water budgel <br />modeling, consumptive use modeling and enhaneements to Ihe groundwater model for <br />the Denver Basin and OveTlying Alluvium Region. This phase will begin after <br />eompletion of Phase I. <br /> <br />. Phase 3 is expeeted to require approximately two years and will include surfaee water <br />modeling and development of a groundwater model for the Lower South Platte Alluvium <br />Region. <br /> <br />As described above, Phase I allows basic water resource data to be developed, reviewed and <br />disseminaled to the public before any modeling occurs. In addition, it allows cosl effeetive, <br />water administration activilies to be implemenled as quickly as possible. Phases 2 and 3 include <br />the addition of various modeling tools thai will utilize new and existing data in order 10 perform <br />Ihe eomplex water resource analyses identified as Needs in Section 2. <br /> <br />OPERATION AND MAINTENANCE <br /> <br />The eSlimated operation and maintenanee costs associated with the recommended SPDSS <br />include a mixture of conlract labor and four full-time employees (FTE) of the State of Colorado <br />at an approximate cost 01'$485,000 per year. The required full-time employees include: <br /> <br />One hydrographer to maintain the seven new slream gages conslrueted under SPDSS (oV>f{~ <br /> <br />One water resouree modeler to mainlain and apply Ihe consu.!!!ftive use, waler budget, <br />groundwater and surface water models r ."J. <br /> <br />One GIS and water resouree modeling expert responsible for updating the irrigated <br />acreage data al a five-year frequency and assisting in the maintenance and application of <br />Ihe consumptive use, waler budget, groundwater and surface waler models CCc.vC!9 ] <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />One FTE responsible for (I) managing the observation and publication of the seven new <br />groundwater level monitoring slations, and (2) maintaininp. the Water Administralion <br />Tool, database, network, personal eomputers and web site l .J <br /> <br />RECOMMENDA nON <br /> <br />The State management team and the eonsultant team consider Alternative 2 to be Ihe most cost- <br />effective alternative that (I) salisfies the requiremenls for an SPDSS, (2) addresses the expressed <br />needs of waler users and the State, as determined during the needs assessment interviews, <br />(3) provides an adequate level of data eollection neeessary 10 ensure confidence in the DSS <br />applications, and (4) is eonsistent with the DSS developments CQmpleled or under developmenl <br />in other parts of the State. Consequently, the consultanl team and Ihe Slale managemenl team <br />recommend Alternative 2 for implementation.
