The 1965 repayment contract fixed the irrigators' <br />ability to pay at $16.4 million. Since 1964, the amount of water <br />to be delivered for irrigation has decreased by 23 percent. Yet, <br />with increasing project costs and the modified allocation, <br />irrigation costs are now estimated at $915.1 million (a fivefold <br />increase since 1964). Our letter asked.Interior's ~ssistant <br />Secretary if $16.4 million is .a realistic repayment obligation in <br />light of the nearly $1 billion price tag for irrigation. <br /> <br />The irrigators' ability to pay has not been fully studied <br />since the original estimate in 1964.
