The <br />report Is) will be reviewed by <br />all constituente, agencies and <br />bureaus prior to completion. <br /> <br />GeES UPDATE <br /> <br />.study ~n.9.r: Oavid Wegner <br />Editor: Barbara Taylor <br />Editori.l Assistance: <br />Public Affairs/GCES Staff <br />~.s.tting: Linda Etzold <br />Graphics: Ginger Reeve <br />Photography: Tom Fridmann <br /> <br />Meetings <br /> <br />On January 9 and 10, the <br />Environmental Team met to <br />discuss the technical study <br />requirements and the <br />necessity to address <br />environ..ntal components that <br />will yield usable results in <br />the time frame identitied. <br />It was determined that <br />additional hydrologic studies <br />n.ed to be initiated to <br />address the potential <br />flooding issue and to further <br />refine the potential annual <br />volume releases from Glen <br />Canyon Dam. Also, it was <br />determined that the studies <br />should progress in a two <br />stage approach - on. ettort <br />directed at identitication of <br />the immediate monitoring <br />needs and the second eftort <br />directed at identifying the <br />studies that will be ne.ded <br />in the integrated resource <br />impact program. Over thirty <br />representatives from the <br />resource agencies, <br />environmental groups, power <br />groups and the Colorado River <br />Basin states participated. <br />The Economic Team met on <br />January 11 and 12, to discuss <br />the technical requirements <br />and computer model options <br />tor completion of the phase <br />II Program. The Team <br />discussion focused on the <br />study boundaries, identified <br />population of power users, <br />and the level of detail <br />required for the effort. It <br />was agreed that a <br />"benchmarking" of the three <br />different models be made to <br />determine the most feasible <br />and economical means. The <br />ELFIN model, the AGEIS model <br />and the ori9inal Western Area <br />POWer Administration approach <br /> <br />will be te.ted against three <br />flow scenarios. The re.ult. <br />will be compared and a <br />decision made on which <br />process to use. <br />Representatives from over 44 <br />groups participated. <br />Members ot the Executive <br />Revi.w Committee (. <br />management and policy level <br />group representing the Bureau <br />ot Reclamation, National Park <br />Service, p'ish " wildlite <br />Service, Department ot the <br />Interior, and Western Area <br />Power Administration) met on <br />January 13. The discussion <br />focused on the GeES Interim <br />Technical study Tea. <br />memorandum and determined <br />that many of the i..ue. are <br />valid and require direction <br />from the ERC. <br />Repre.entatives tram the NAS <br />discussed the pre.ent <br />technical program direction <br />and ottered suggestions <br />related to technical stUdy <br />plan development and <br />timetable and the Senior <br />Scientist position. <br />It waS determined that 2 <br />years is inadequate to answer <br />the Assistant Secretarie.' <br />directive.. The ERe <br />requested that specific .tudy <br />plans be developed for the <br />next meeting.
