Holburt, Chief Engineer <br />Colorado River Board of California <br /> <br />In response to the September 21 and 25, 1970, letters, respec- <br /> <br />tively, from the Salt River Project and the B~chtel Corporation, I <br />am pleased to comment on the Bechtel Corporation's report entitled <br />"Conceptual Planning Report to the Arizona State Water Quality Con- <br />trol Council and the United States Department of the Interior," dated <br /> <br />September 1970. Page 1-1 of this report states the concern of the <br /> <br />Navajo Generating Station participants for water quality of the Colo- <br /> <br />rado River in the following manner: <br /> <br />"Specifically, any serious deterioration of the quality <br />of the Colorado River would be adverse to the interest of <br />many of the participants' customers, both present and future, <br />since these waters either now or will eventually be vital to <br />their needs for agricultural, industrial, recreational, and <br />municipal uses. It is thus in the direct interest of the <br />participants to avoid adverse effects on the water quality <br />of the Colorado River as a result of operation of the Navajo <br />Generating Station." <br /> <br />However, the Bechtel report recommends a plan that will result <br />in r.eturning highly saline waters to the Colorado River System &,d <br />thus does not meet the above objective. <br />Future Sali~!ty of the LQ~er CQlo~~do River <br />The Colorado River Board's recent report "Need for Controlling <br /> <br />Salinity of the Colorado River," dated August 1970, concluded that <br />salinity of the Lower Colorado River, which is high at the present <br />time, will be substantially higher in the future unless salinity <br /> <br />control measures are undertaken. <br /> <br />* Presented at PhoeDix, Arizona, on October 7, 1970, at meeting <br />called by Salt River Project as Project Manager for the Navajo <br />Generating Station. <br />
