Box 25007
Denver, Colorado 80225-0007

Dear Mr. Cheney:

Enclosed is a copy of a completed draft of the "Federal/State Colorado
River Management Work Group Report, Recommended Process for Developing Annual
Operati ng Pl ans for the Colorado Ri ver System Under Full Reservoi r Condi ti ons"
for your review. 'Hopefully, with minor revision, it can be distributed within
the next week to members of the Colorado River Management Work Group for their
review and comment. We have taken the liberty of writing a complete draft in
order that discussion can focus on a total recommended process and relevant
issues. While the draft is in keeping with the Work Group discussions on March
31, 1987 in Salt Lake City, Utah, the outline and organization is somewhat
different than the April 2 outline that you previously circulated.

The only unfinished items with respect to the draft are with reference to
tables and graphs and with certain figures used in the text that need to be
verified or up~ted by the Bureau. These items have been noted in the report.
It would be beneficial to have those completed prior to distributing the report
to the Work Group so that they have a complete product to review. Copies of
the draft have also been mailed to Ann Ball and Randy Peterson.

Sincerely,

Dennis B.
