<br />The possible adverse effect of advance release of excess
<br />water may be that more energy purchases would be required in
<br />subsequent years to meet firm load commitments than would
<br />have otherwise been necessary. However, the benefits to be
<br />gained from advance releases could more than compensate for
<br />the few low flow years when additional energy purchases would
<br />be necessary.
