Appeal Decision: <br /> <br />The Routt N.F. plan revision was <br />completed in 1998. It was appealed <br />and the Washington Office (\Val <br />determined the plan nreded additional <br />work in five areas. The Secretary of <br />Agriculture conducted a discretionary <br />review of the WO appeal decision in <br />March 2001 and reversed the WO <br />decision. finding that the Routt <br />revised plan was adequate. The <br />Department findings will allow the <br />Forest to continue programs that <br />could have been delayed while <br />completing further analysis requested <br />by the WOo <br /> <br />-< <br /> <br />Forest Planning Rule: <br /> <br />A final ....ersion of the new planning <br />ruJt' was published in the Federal <br />Register on November 9.2000; <br />Secretary of Agriculture Dan <br />Glickman approved the final rule on <br />January 5, 2001. These regulations <br />specify how to do planning under the <br />National Forest Management Act. The <br />Medicine Bow staned work under <br />these new regulations but the Bush <br />administration is now considering <br />making modifications to these <br />regulations. After July 2001. <br />decisions to construct. reconstruct. or <br />decommission roads will require a <br />science-based roads analysis. President <br />Clinton directed the Forest Service to <br />develop a proposal to protect 58.5 <br />million acres of inventoried roadless <br />areas on National Forests. A Final <br />Environmental Impact Statement on <br />this proposal was released on <br />November 13. 2000; Secretary of <br />Agriculture Dan Glickman approved <br />the final rule on January 5. 2001. The <br />Bush Administration has approved <br />the intent of the rule. but may make <br />modifications in the future.
