I appeared before the Senate Budget and Fiscal Review <br />Subconunittee #2 on Resources. Environmental Protection, Judiciary & Transportation on Thursday, <br />March 12th concerning the Colorado River Board's proposed budget. At the hearing the <br />Subconunittee approved the Board's budget as proposed. At this time, no issues related to the <br />Board's proposed budget have been raised in the Assembly. A hearing to consider the Board's <br />budget, along with budgets of other agencies, has been scheduled on April 21 st by the Assembly <br />Budget Subcommittee #3 on Resources. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Report <br /> <br />During February 1998, storage in the major Upper Basin reservoirs decreased by 615,000 <br />acre-feet and storage in the Lower Basin reservoirs decreased by 52,000 acre-feet. Total System <br />active storage at the end of February was 53.357 million acre-feet (mat) or 89 percent of capacity, <br />which is 4.287 maf more than one year ago. <br /> <br />March releases from Hoover, Davis, and Parker Dams averaged \9,650, 11,900 and <br />16,310 cubic feet per second (cfs), respectively. Planned releases from those three dams for the <br />month of April are 19,240. 18,790 and 13,510 cfs, respectively. The February releases represent <br />those needed to meet downstream water requirements plus flood control releases. <br /> <br />The April 1 $I final forecast for April through July 1998 unregulated inflow into Lake Powell <br />is 6.8 maf. which is 88 percent of the 3D-year average for the period 1961-1990. The unregulated <br />inflow into Lake Powell for the 1997-98 water year is predicted to be 11.621 maf, or 99 percent of <br />the 3D-year average. <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar <br />year 1998, as estimated by Board staff, totals 8.286 maf and is projected as follows: Arizona, <br />2.933 maf; California, 5.092 maf; and, Nevada, 0.261 maf. Estimated additional unmeasured return <br />flow credits of 0.251 mafwould reduce the total amoWlt to 8.035 maf.
