<br />Ul?on taking over the operation and maintenance 01' the project, the Board <br />hired a Pro.lect Manager. He set up an organization built around 5 depart- <br />ments : Operations ; Hyrography; Maintenapce, Drainage and Construction; <br />Engineering; Administl'ation. <br /> <br />The Operation Department has the' most impol'tant function in the <br />organization since it gets water to the farmer when and in the amount he <br />wants. It is headed by the Waterroaatel', who has 11 di tchl'iders to control <br />the delivel'ies. We have put each ditchrfder on 24 hours, 7 days a week and <br />employed his wife to answer the telephone' when he is absent. No system of <br />deliveries can be successful unless all ~sers of water coopel'ate. With this <br />in mind, we have placed in the hands of the farmel's some of the work in <br />turning water to each other, with the ditchrider controlling and measuring <br />the amount of each delivery. So far, th~s has been successful, with a <br />minimUl!l of ditch bl'eaks. . <br /> <br />Since we have to deliver water all year, we have a serious problem <br />in weed and moss control. We placed this duty on the Waterroaster because he <br />can coordinate the elll1ltying of canals with the spraying and burning of canal <br />banks. We cut the water out of our syst$m 3 days a month to help :l.n control <br />of moss. <br /> <br />The Maintenance, Drainage and Cbnstruction Depal'tment, is rehabili~ <br />tating the distribution system and drain~ge system. The program on the <br />distribution system is about complete, but the drainage system is a headac1ie. <br />We have a problem which probably no other project in Arizona has now and that <br />is too IllUch undel'ground water. We are l'ebuilding our Boundary PUlllping Plant <br />to incl'ease the capacity to 300 c1's., lower the elevation of watel' in our <br />drains and to get credit fol' delivery of: the water to MexiCO undel' the Mexican <br />Treaty. This water has to be put back ihto the river before it crosses the <br />Boundary to be credited as Mexican Treaty Water.
