<br /> <br />The Forum's Work Group Is ,the technical ann of the ' <br />Forum. The Work Group cortsists of alleast one <br />representative from each of thf Basin States, who mayor <br />may not be a member afthe Fqrum. The basicfunction of <br />. the Work Group is to provid~ technical review and <br />analysis for Ihe Forum, the p~licy.rtIaking group. The <br />Work Group also serves the A.dvisory Council in the <br />capacity of an informal t~hni~l review and study team. <br /> <br />The Advisory Council (established by Public Law <br />93-320) receives reports from).11 Federal agencies on <br />salinity control activities and prepares an annual report <br />which makes recommendations to the Secretaries of the <br />Departments of the Interior ~d Agriculture and to the <br />Administrator of the EP A. llte report _adqresses all <br />matters relating to the emcien~ and timely planning and <br />execution of salinity control n)easures and procedures <br />specified in Public Law 93-320; Title II, as amended. The <br />Advisory Council also makes recommendations covering <br />the budget and other aspects Of the program. <br /> <br />The plan of implementation: as set forth in the 1975, <br />1978, 1981, and 1984 Forum reports, includes the Federal <br />salinity control units discussedjin another section of this <br />document. The plan also incJ~es effluent limitations or <br />NPDES Permits for industriaf point source discharges <br />with the objective of no salt re~rn whenever practicable. <br /> <br />In 1977, the Forum adopte<jthe "Policy for <br />Implementation of ColoradQ ~Uver Salinity Standards <br />Through the NPDES Permit frogram." This policy, <br />adopted by all of the Basin S~tes, provides' guidance in <br />applying the salinity standard~ through the NPDES <br />permitting authority in regUlating municipal and <br />industrial point source discharges. <br /> <br />In September 1980, the F.orbm adppted a "Policy for <br />thc Use of Brackish and/or Saline Waters for Industrial <br />Purposes" where it is enviromhen~ally sound and <br /> <br />l'\) <br />CJl <br />~ <br />""'l INTERIOR'S ROIj.E <br />Federal coordination is acc~mplish, ed. using t.he il~ad <br />agency concept. The Bureau ~f Reclamation, acting for <br />the Secretary of the Interior, flas tM responsibility to <br />implement salinity control m$sures. Interagency <br />coordination between Interio~and QSDA is formalized <br />through a series of joint agree)nents executed at the <br />Departmental level. Coordination at the field <br />administrative/technicallevelh accomplished through <br />the Colorado River Interagenijy Salinity Control <br />Committee. <br /> <br />Bureau of <br />Reclamation' <br /> <br />Units authorized for construqcion are the Grand Valley, <br />Paradox VaHey, Las Vegas W,sh, 81'!d Lower Gunnison <br />Basin Units and the McElmo Greek Unit as a part of the <br />Dolores Project. Crystal Geys.r was :initially authorized <br />but because the plan had poo~cost-effectiveness, was <br />deauthorized in Public Law 9JS-569. ,Figure 4 shows all <br />units currently under study. ' . <br />Reclamation's construction pf the Grand Valley Unit <br />Stage One is complete. A field; sta"tion, 7 miles of the <br />Highline Canallilling, and tho1associated' pipe lateral <br />construction were finished for the 1983 irrigation season. <br />A moss and debris removal stn).cture waJLbuilt to control <br />the trash problems in the lined canal. <br />Results from Stage Onemon~oringwere evaluated and <br />the lining program is reducinglsalt loading as projected; <br />therefore, Reclamation is prO(fedins with advance <br />planning and environmental s~tement compliance prior <br />to a decision on construction 9f Stage Two. <br />Reclamation's data collection and specifications design <br />preparation for initial elements!of the'Stage Two area are <br />underway. Reclamation funde(! the (:olorado Water <br />Conservation Board, a ColonUlo State agency, to study <br />how to effectively consolidate ,~rivate lateral <br />organizations into legal contrlteting entities for the <br />remaining Stage Two plan ele'in~nts, <br /> <br />'i. <br /> <br /> <br />economically feasible and where its use would not <br />significantly increase consumptive use of Colorado River <br />system water. Further, the use of brackish waters for <br />industrial purposes is another way to reduce salt <br />contributions to the river system. <br /> <br />Mr. Jack A.
