Including Proposed Action <br /> <br />2-31 <br /> <br />The Sponsors have initially budgeted $70,000 per year to fund Uncompahgre River <br />monitoring and maintenance activities. This includes efforts devoted to monitoring and <br />managing wetlands, riparian vegetation, channel stability and the protection sites. It does <br />not include the additional security that will be posted to protect against unforeseen events <br />(See Section 2.4.6.5), The budget will be adjusted on an annual basis, as experience is <br />gained, and requirements for monitoring change under the approved plans. Should this <br />budget be insufficient for whatever reason, then additional funds would be available from <br />project revenues. <br /> <br />2.4.6.1 <br /> <br />Bank Stabilization Monitoring <br /> <br />The Sponsors would implement a long-term monitoring and maintenance program in <br />conjunction with the bank stabilization activities. This comprehensive program would <br />extend through the 40-year term of the lease of power privilege. The primary goals of <br />this portion of the Sponsors' monitoring and maintenance program are to ensure that the <br />proposed stabilization measures are and remain sufficient to protect against project- <br />induced erosion, and to identify future, additional stabilization needs. The Sponsors' <br />10ng-tetID monitoring and maintenance program would include: <br /> <br />. <br /> <br />observation and identification of problem areas <br />documentation of bank erosion and changes to the river <br />observation and monitoring of the stabilization sites <br />remediation measures <br />identification of sites needing future stabilization <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />The selected stabilization sites would be protected in advance of operations. After the <br />start of operations, they would be inspected periodically to determine whether the <br />protection measures are effective. The monitoring would include aerial and ground-level <br />observations and photography, together with detailed record-keeping of project and non- <br />project flows. In the first five years, the aerial monitoring would take place semiannually; <br />after that, the monitoring frequency would be reviewed and adjusted based on experience. <br />In addition, a field inspection of all sites would be conducted after any flood event8 on the <br />Uncompahgre River. <br /> <br />Landowners typically observe their banks frequently (monthly, weekly, or even daily). If <br />there are indications that the stabilization is ineffective, the landowners could request <br />supplemental inspections by the Sponsors. <br /> <br />The need for maintenance would be indicated, for example, by loss of rock to scour holes, <br />channel movement that threatens to flank protection, and failure of vegetation to grow <br />through revetment.
