Capital costs would be provided by a <br />combination of equity and debt. The cost of capital would rise or fall with varying <br />interest and equity rates and debt and equity ratios required by the funding institutions. <br /> <br />The use of bank financing would result in loans being secured by the hydroelectric project <br />itself. However, there would be no attendant liens or encumbrances against the UVRP or <br />any facilities owned by the u.s. Government. The UVWUA would not be required to <br />cosign the loans and thus would not risk any of their irrigation-related rights or assets. <br /> <br />2.1.2.10 Specific Features of Alternatives <br />The feasible development alternatives differ from one another as summarized here. <br /> <br />. Alternative E-! (the Sponsors' preferred action). This is the alternative that was <br />approved in the PElS, The hydropower facility would have a capacity of 950 cfs. No <br />modifications would be made to the Gunnison Tunnel for hydropower purposes. <br /> <br />. Alternative E-2. All factors would be identical to those of Alternative E-l, except <br />that the capacity of the AB Lateral Facility would be reduced to 850 cfs.
