1],)1582

Alternatives. Including Proposed Action

2-12

2.1.2.9 Financing

Montrose Partners would fund the project totally. Capital costs would be provided by a
combination of equity and debt. The cost of capital would rise or fall with varying
interest and equity rates and debt and equity ratios required by the funding institutions.

The use of bank financing would result in loans being secured by the hydroelectric project
itself. However, there would be no attendant liens or encumbrances against the UVRP or
any facilities owned by the u.s. Government. The UVWUA would not be required to
cosign the loans and thus would not risk any of their irrigation-related rights or assets.

2.1.2.10 Specific Features of Alternatives
The feasible development alternatives differ from one another as summarized here.

. Alternative E-! (the Sponsors' preferred action). This is the alternative that was
approved in the PElS, The hydropower facility would have a capacity of 950 cfs. No
modifications would be made to the Gunnison Tunnel for hydropower purposes.

. Alternative E-2. All factors would be identical to those of Alternative E-l, except
that the capacity of the AB Lateral Facility would be reduced to 850 cfs. Mitigation
requirements may vary slightly.

. Alternative E-3, All factors would be identical to those of Alternative E-l, except
that the capacity of the AB Lateral Facility would be reduced to 750 cfs. Mitigation
requirements may vary slightly.

Table 2-1 contrasts alternatives E-l, E-2, and E-3 with one another and with the No
Action alternative. Various water-related, physical and production parameters are
included. Many of the parameters compared depend on stream flows in the Gunnison and
Uncompahgre Rivers.

AS Lateral Hydropower Project

July 2000

,1;:. c': ',;a,.,,;"..
