S. Forest Se=vice at

the direction of the U. S. Congress and Board spokesmen have conveyed

that position at all hearings conducted by~~e Forest Service and,

later, by various committees and subcommittees of ~~e Congress.
We reiterate ~~at position at this time, pointing out that the
\
Board was created by the citizens of Denver in 1918 and given ~~e
responsibility to develop a water system in full conformity wi~~
Colorado constitution and s~tutory law.
This Board and its representatives have conferred with various
members of the Colorado Congressional delegation and have bea~ urged
to accept Wilderness boundaries that will have an adverse ~~pact
upon two collection systems designed to meet water needs of ~~e Denver
Metropolitan Area. It has been sug.gested ~~at ~~is Board should

be concerned only with the water needs of Denver citizens, des~ite

clear ~~arter provisions and directions from the citizens of Denver

to develop water "reasonably required for the anticipated grow~~
of the Denver Metropolitan Area and to provide for Denver's general
welfare."

00738
