<br />a <br />l..."",:,"l <br />~ <br />'. ~ <br />I. \.. <br /> <br />hydrology related infonnation pertinent to the SJRlP, including, but not limited to the following <br />areas: <br /> <br />. <br /> <br />Maintenance of the SJRIP Hydrology Model, including recommendations for model <br />improvements and input data updates. <br />Evaluation of proposed changes in operating rules for San Juan Basin Reservoirs to meet <br />flow recommendations. <br />Evaluation of proposed changes in environmental baseline depletions. <br />Evaluation of water rights and interstate compact issues pertinent to meeting flow <br />recommendations. <br />Consideration of operating requirements during unforeseen conditions that may not be <br />covered by the flow recommendations. <br /> <br />t,..) <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Organization <br /> <br />Representation on the committee would follow the pattern for the Biology and Operating <br />Committees with one seat for each program participant. Due to the technical nature of the <br />committee, committee members should be experienced in hydrology with an understanding water <br />rights and the water supply of the San Juan Basin and have a working knowledge of the concepts <br />of hydrology modeling. Since the hydrology model and operation of the major dams in the basin <br />are the primary responsibility of USBR, it is proposed that the USSR representative chair the <br />committee. <br /> <br />Committee business would be conducted like the other existing committees, with a 2/3 majority <br />required to pass a motion. Program participants, including agencies, that desire to have more than <br />one representative shall have only one vote which may be shared by the representatives. <br /> <br />It is recommended that meeting location be more flexible than for the other two committees to <br />improve functionality and reduce cost. Often the infonnation being reviewed requires access to <br />facilities established to operate the model and to experts involved with the model or its basic data. <br />The alternate locations where the data and expertise are available are Salt Lake City and Denver. <br />When considering policy related infonnation that may be of general interest, meetings will be held <br />in the basin, typically in Durango. <br /> <br />Meetings would be scheduled on an as-needed basis, with at least one annual meeting in April to <br />review projected spring and summer reservoir operation and provide input to USBR. Meeting notice <br />requirements will follow the pattern established for the Biology Committee. An annual report <br />dealing with the status of the model and hydrologic conditions for the year will be made to the <br />Biology and Coordination Committee in December. The report will include a running update ofthe <br />flow statistics in comparison to the flow recommendation. <br />
