The District has received funds from the <br />City of Shreveport to continue the engineering studies needed for the federal Section 404 permit <br />application. An extension of the construction deadline in the Texas Water Commission state permit <br />is expected to be received. <br /> <br />C-I <br /> <br />~. <br />C) <br />00 <br />ro,) <br /> <br />The North Texas Municipal Water District is studying the feasibility of constructing a reservoir on Bois <br />d'Arc Creek, a tributary of the Red River, in Fannin County, Texas, Preliminary studies indicate the <br />project could supply up to 94,000 acre-feet per year of surface water to the District's service area <br />located north of the City of Dallas in the Trinity River Basin. The 1990 Texas Water Plan estimates the <br />project could be needed as early as the year 2020, <br /> <br />LEGISLATIVE ACTION <br /> <br />In 1990, Ann Richards was elected Governor, and Bob Bullock was elected Lieutenant Governor of <br />Texas. Both are Democrats and carry progressive platforms, Texas, along with many other states, <br />is undergoing significant financial strains, and budgetary and financing topics were a main focus of <br />the recent legislative session. <br /> <br />The 72nd Texas Legislature adjourned its regular session at the end of May, 1991. Various water <br />legislative issues were debated. passed or defeated. Among significant legislation passed was the <br />adoption of statewide plumbing standards that will limit the sale or import of toilets, shower heads, <br />and faucet aerators to water-conserving devices only after 1992. The Board estimates that this <br />program, when in full effect, will save Texas almost 1 billion gallons a day in reduced water use and <br />wastewater discharge and $25 billion dollars in utility cost savings over a 50-year period, <br /> <br />Among significant water legislation defeated was a proposal to consolidate various environmental <br />regulatory functions resident in multiple State agencies into a single Department of Natural Resources. <br />Current functions of the Texas Water Commission, the Texas Air Control Board, other agencies, and <br />in various versions of the bill, the water quality programs of the Texas Railroad Commission were <br />suggested for consolidation. Both the Governor and Lt. Governor supported this legislation which <br />was defeated in the Texas House of Representatives during the regular session. It is expected that <br />this will again be proposed during a special session of the Legislature to deal with budgetary issues <br />this summer, <br /> <br />PERSONNEL <br /> <br />Mr, Gordon Thorn, usual representative of Texas to AWRBIAC, is recuperating from major neck/back <br />surgery and may face additional surgery later this year. Gordon reports feeling better after the recent <br />surgery, and sends his regrets that he can't make this year's meeting. <br /> <br />Mr. Charles (ChuCk) Jenness of Houston has been appointed Chairman of the Texas Water <br />Development Board by new Governor Ann Richards. He replaces Walter Cardwell of Austin <br />. appointed by previous Governor Bill Clements. <br /> <br />Mr. Sonny Kretzschmar, Executive Administrator of the Texas Water Development Board, announced <br />bis resignation effective July 1,1991. Mr. Craig Pederson has been nominated to replace Sonny. <br />Craig is a former aide to previous, long-time U.
