The 10-year update will detennine if conditions <br />have changed significantly enough to warrant an adjustment in the maximum annual yield <br />for the basin. A report on the updated hydrogeologic investigation should be available in <br />late 1991. The lO-year update of the North Fork of the Red River Alluvium and Terrace <br />Aquifer in Beckham, Greer, Kiowa and Jackson Counties was started in 1991. Data <br />collection is scheduled to last for one year, with modeling and a report due to be completed <br />in late 1992. <br /> <br />Parker Reservoir Profect <br /> <br />The Parker Lake Project was authorized for construction by the Water Resources <br />Development Act of 1986. A Corps project proposed on Muddy Boggy Creek in <br />southeastern Oklahoma, it will provide water supply to entities in central and southeastern <br />sections of the State. The OWRB has pledged to pay the non-federal cost-share for flood <br />control pending commitments from local sponsors to pay for the water supply portion of the <br />project. The OWRB is in the process of meeting individually with potential non-federal <br />sponsors to discuss cost estimates and financing alternatives. <br /> <br />'. <br /> <br />Water Resources Financmr <br /> <br />The Oklahoma State Legislature created the "Wastewater Facility Construction Revolving <br />Loan Account" in 1988 to comply with requirements for implementing EPA's State <br />Revolving Fund Program. The State of Oklahoma is utilizing its existing Financial <br />. Assistance Program administered by the OWRB to handle the financing end of the new <br />program, along with the staff of the state health department, who review plans and <br />specifications and prioritized applications for funding. <br /> <br />Under Oklahoma's SRF program, federal funds along with the State match will be used to <br />provide below market interest rate loans for wastewater project construction. Below market <br />interest rates will be necessary to offset the additional costs of meeting EP A's Title II and <br />VI requirements. <br /> <br />To date, the State has received three capitalization grants from the EPA, which were <br />matched by funds provided from the Statewide Water Development Revolving Fund. The <br />first SRF Program loan was closed with the Tulsa Metropolitan Utility Authority (lMUA) <br />on August 16, 1990, in the amount of $11,100,000.00 at an SRF program rate of 4.75%. <br />This SRF loan will help finance TMUA's construction of the West Bank Interceptor Sewage <br />Project. A second TMUA loan for $15,559,500.00 is anticipated for closing in July of 1991. <br />
