Navigation simulations are being conducted at the Waterways <br />EXperiment Station in Vicksburg, MS to determine the safety of <br />navigation with the rock dikes and how many will be required and <br />where. The navigation interests will need to be convinced of the <br />safety of the rock dikes. The GDM is now at the division level. <br />The State has its money in hand and is waiting on the Corps. We <br />hope to have Phase II underway by next year. <br /> <br />B. <br /> <br />COASTAL RESTORATION AND PROTECTION <br /> <br />The Wetland Conservation and Restoration Task Force, of which DOTD <br />is a member, has completed development of a Coastal Wetlands <br />Conservation and Restoration Plan which will serve as the State's <br />overall strategy for conserving, enhancing, restoring and creating <br />coastal wetlands. The plan addresses coastal wetland loss problems <br />from both short and long range perspectives and incorporates a <br />prioritized list of projects and programs required for the <br />conservation and restoration of coastal wetlands along with a <br />schedule for implementation. <br /> <br />The priority plan for fiscal year 1991-1992 has been submitted to <br />the Louisiana Legislature for approval during the 1991 Session. The <br />proposed funding level for fiscal year 1992 is $?? million. <br /> <br />DOTD is currently providing technical engineering services, on a <br />temporary basis, to the newly created Coastal. Restoration Division <br />of the Department of Natural Resources, until such time as the <br />Division can assemble its own engineering staff. After that, DOTO <br />will act as an engineer advisor to DNR. <br /> <br />A contract has been awarded for the construction of a segmented <br />offshore breakwater to protect approximately 3 miles of shoreline <br />between Holly Beach and Ocean View Beach in Cameron Parish. The <br />project, estimated at $4.5 million is being funded through DNR with <br />the engineering and construction contract administration services <br />provided by DOTO. <br /> <br />DOTO is working closely with DNR to coordinate other projects to <br />ensure the integrity of existing flood control and highway systems. <br /> <br />9 . CADDO LAKE <br /> <br />Shreveport has received a permit from the Corps <br />from Caddo Lake for water supply. Shreveport <br />Twelve Mile Bayou where it will be stored in off <br />for emergency use. Construction for the pipeline <br /> <br />to withdraw water <br />will pipe water to <br />stream reservoirs <br />is under contract. <br /> <br />4 <br />
