Under the Act, the Arkansas Soil <br />and Water Conservation Commission has the responsibility <br />for deve 1 op i ng a comprehens i ve ground water protect ion <br />program which includes, as a minimum: Assessment and <br />monitoring of the avai labi 1 ity of ground water and its <br />quality; classification of ground wate~; establishment of <br />ground water criteria and/or standards; management of <br />ground water, including issuance of water rights to <br />protect ground water qual ity; and establ ishment of an <br />education/information program. <br /> <br />The act author i zes the Commi ss i on to formally desi gnate <br />the critical ground water areas, including the <br />establishment of boundaries. Once the critical areas <br />have been developed, the Commission will then target the <br />available resources to the critical areas for the purpose <br />of implementing the water conservation practice cost- <br />share program and the information/education program to <br />insure, to the extent possible, the success of this <br />voluntary incentive based approach. <br /> <br />2. Since being designated by Governor Cl inton as the lead <br />agency on non-point pollution, the Arkansas Soil and <br />Water Conservation Commission has initiated a program <br />utiliZing Section 319 funding through EPA. A teaming of <br />this program with USDA programs (SCS and ASCS) will allow <br />monitoring and an information/education effort to <br />document effectiveness of Best Management Practices <br />des'i gned to reduce nutr i ent runoff. Pl ans are to expand <br />technical assistance in future years. <br /> <br />3. FOllowing the May 1990 floods, the Soil Conservation <br />Service identified approximately $2 mi 11 ion in "non- <br />exigency" Emergency Watershed Protection projects. <br />Ei ghty (eO) percent of th i s sum was funded by SCS; ten <br />(10) percent was funded by the State; one-half from the <br />Arkansas Soil and Water Conservation Commission, and one-' <br />half from Arkansas Office of Emergency Services disaster <br />, funds.
