<br />SONMARY <br /> <br />PROJIIlCT SPONSOR'S PLAN <br /> <br />The Project Sponsor's plan, figure B, contains the identical <br />features as the NED plan, Additionally, the plan includes the <br />Twin Valley area ground-water recharge component and the <br />allocation of 10,000 acre-feet of storage in Plum Creek Reservoir <br />to ground-water recharge, Diversions from the Platte River to <br />the Twin Valley area would be through the existing Nebraska <br />Public Power District's Kearney Canal and Diversion Dam near Elm <br />Creek, Nebraska. A 250 cubic feet per second (ft3/s) pumping <br />plant with 130 feet of total dynamic head will supply recharge <br />water via the Riverdale Canal and the Center Canal to two <br />recharge reservoirs and one closed recharge basin in the Twin <br />Valley area. This plan provides 28,900 acre-feet of recharge to <br />the Twin Valley area combined with 48,700 acre-feet to the <br />Prairie Bend area for a total of 77,600 acre-feet of annual <br />ground-water recharge (table B). Compared to the future without <br />condition, the Project Sponsor's plan benefits 103,300 acres of <br />irrigated acres. The Project Sponsor's plan has higher <br />recreation and fish and wildlife benefits than the NED plan due <br />to more reservoirs providing increased recreation, fishing, and <br />other fish and wildlife days. The ~roject Sponsor's plan rates <br />lower in the test of efficiency when compared to the NED plan, <br />but was chosen as the Project Sponsor's plan by the sponsors and <br />PVG members on completeness and acceptability, <br /> <br />The Project Sponsor's plan scheduled the construction of the <br />features in two stages, Benefits and costs in the second stage <br />were discounted to the end of the first stage using present worth <br />values. The Project Sponsor's plan results in net farm income or <br />direct benefits of $2B,829,OOO based on the number of acres kept <br />from returning to dryland farming by the year 2050, However, the <br />present value of the net income for the 100-year life of the <br />project is $18,440,000 in direct farm income plus $1,347,000 in <br />pump lift savings plus $2,417,000 in recreation and fish and <br />wildlife benefits for an annual basis of $22,204,000, The <br />direct, induced, and stemming-from effects have an annual <br />economic effect of $229,000,000, which are not reflected in the <br />economic summary, Table F displays the economic summary of the <br />Project Sponsor's at 8-7/B-percent interest rate, while table G <br />displays the Project Sponsor's. plan at 2-7/8-percent interest <br />rate. <br /> <br /> <br />S-lO <br /> <br /> <br />
