<br />2-7/8-percent interest rate in table E. However, the NED plan
<br />was less desirable under the tests of viability on completeness
<br />a.nd acceptability with the Project Sponsor and many but not all
<br />of the PVG members since the plan provides ground-water recharge
<br />to only the Prairie Bend area of the Prairie Bend Unit.
