The <br />Court then implicitly agreed to reservation of waters for those limited <br />purposes, However, as to other purposes such as stock watering, instream <br />flows, wildlife preservation, or recreational use, the Court served notice <br />that it will interpret the purposes of Federal reservations narrowly when <br />determining Federal reserved water rights. <br /> <br />Although it remains to be seen just what quantities of water the <br />various Federal purposes will require,l the early attempts at Huantification <br />in Colorado have not indicated that large decrees will be forthcoming. The <br />largest Federal claims will probably be for the reserved naval oil shale <br />lands.,. which were withdrawn from public sale in 19l6, 1924, and 1930. The <br />U.S. Navy has made a preliminary filing with the Colorado water court for <br />Water Division No.5 for 45;000 acre-feet per year for Naval Reserve Nos. <br />I and), No claims have yet been filed for Reserve No, 2 in Utah. <br /> <br />Water Quality Standards for Salinity <br /> <br />The aeven States of the Colorado River Basin have adopted an objective <br />of maintaining salinity in the Lower Main .Stem of the Colorado. River at or <br />below the average value found during 1972, while at the same time continuing <br />to develop their compact-apportioned waters. As a consequence, the States <br />have adopted, and the U.S. Environmental Protection Agency has approved, <br />numeric salinity criteria at three downstream stations.
