An <br />Executive Summary appears at the end, page .c. <br /> <br />NOT FOR CITATION OR QUOTATION <br />SUMMARy REPORT <br /> <br />Section l3(a) of the Federal Nonnuclear Energy Research and Develop- <br />ment Act of 1974 states that the U,S. Water Resources Council (waC) shall, <br />at the request of the U.S. Department of Energy (DOE), <br /> <br />undertake assessments of water resources requirements <br />and water supply availablility for any nonnuclear energy <br />technology-and any probable combination of technologies <br />which are the subject of federal research and develop- <br />ment efforts authorized by this Act, and the commercial <br />development of which could have significant impacts on <br />water resources. <br /> <br />In 1977, the DOE made such a request of the wac, whereupon three <br />regional section 13(a) assessments were begun. In 1979, several more <br />assessments were initiated. This document reports on the findings and <br />conclusions of the Upper Colorado River Region assessment. <br /> <br />OBJECTIVES OF THIS ASSESSMENT <br /> <br />The nonnuclear energy technologies to which this assessment is <br />addressed include oil shale and coal gasification development in the <br />Upper Colorado River Region. The study is not specifically concerned <br />with other energy conversion processes and their development, although <br />the assessment of water availability for the two specified emerging energy <br />technologies (EETs) is presented against a background of projected con- <br />ventional energy developments. <br /> <br />. <br />The objectives of this Upper Colorado River Region. 13(a) assessment <br />are ,to assess, at a broad regional level of detail: <br /> <br />I. The water requirements of potential coal gasification and <br />oil shale technologies. <br /> <br />2. The availability of water for development of potential coal <br />gasification and oil shale technologies. <br /> <br />3. The effect of these potential developments on the,hydrology <br />of the Upper Basin. <br /> <br />4. The effect of these potential developments on the water <br />quality of the Upper Basin. <br /> <br />S. The estimated monetary cost of providing water supplies for <br />these potential developments. <br /> <br />xv <br />
