Please find enclosed our draft biological opinion for the Bureau of Reclamation' s Navajo
Reservoir Operations, Colorado River Storage Project, Colorado. New Mexico and Utah, This
draft biological opinion concerns adverse effects of the proposed project on the endangered
Colorado pikeminnow (Ptychocheilus lucius), razorback sucker (Xyraunchen texanus), their
designated critical habitat, and the endangered southwestern willow flycatcher (Empidonax
trail/ii extimus). A final biological opinion will be provided one week after receiving your
comments on the draft. Please be advised that if a draft opinion is released to others, the
document may no longer be considered an interagency memorandum exempt from the disclosure
requirements of the Freedom oflnformation Act.
