<br />CHAPTER III <br /> <br />PLAN FORMULATION PROCESS <br /> <br />., t"" <br /> <br />T';~>"' <br /> <br />Role of the public <br /> <br />During this phase of the work, the public will be kept informed of the <br />study progress and the conclusions of the PIQ report. The contractor may <br />solicit information from public sources in his preparation of the report. <br /> <br />Identification of Alternatives <br /> <br />To accomplish the development of alternatives, certain steps must be <br />followed. The first step is to identify the study objectives derived from an <br />assessment of problems and needs. The contractor's PIQ report will be valu- <br />able in this phase of the process. The next step is to identify less signifi- <br />cant study objectives and focus on the major planning objectives. From there, <br />actions and measures which will meet the planning objectives are identified. <br />These will be displayed in the four account system (national economic develop- <br />ment, environmental quality, regional economic development, other social <br />effects). The four tests of the actions and measures will be made and the <br />surviving elements will be used to develop a number of alternative plans. <br /> <br />The planning team and its subteams will be most active during this phase. <br />The planning team will list all features and activities to cover all possible <br />solutions and from this list, alternative plans will be developed. All <br />features and activities will be listed at least once as an item in one of the <br />alternative plans. Alternative plans should be considered for primarily non- <br />structural, environmental quality, and national economic development objec- <br />tives. A no action alternative will be developed as a basis of comparison <br />from which the effects of other alternatives are compared. The contractor <br />will be provided the basic assumptions to be used in developing the estimates, <br />environmental analyses, and alternative plans. After the plans have been <br />identified, the contractor will meet with Water and Power to select which <br />plans have potential. The contractor will then collect the necessary data and <br />perform appraisal level designs and estimates and environmental analysis on <br />each potential plan from up to five plans developed by the planning team and <br />five plans which he develops. The results will be provided to Water and Power <br />and the planning team. A public meeting will then be held to present the <br />plans and evaluate them to aid the planning team in determining candidate <br />plans. The four tests to determine candidacy as prescribed by the Principles <br />and Standards are: <br /> <br />1. Complete in that prOV1S1on is made for all necessary <br />investments or actions needed to assure full realiza- <br />tion of the plans. <br /> <br />2. Effective in accomplishing the objectives. <br /> <br />3.
