<br />CHAPTER II <br /> <br />GENERAL APPROACH TO THE WORK <br /> <br />president's Water Policy <br /> <br />.\fi\':i; .~ <br />'.;if} <br /> <br />On June 6, 1978, the President sent to Congress a set of water policy <br />initiatives to advance goals in the area of water resource development. These <br />initiatives emphasize water conservation, environmental quality, enhanced <br />Federal-State cooperation and a greater degree of efficiency and cost effec- <br />tiveness in proposed water resource projects. Water and Power will implement <br />these initiatives to the extent possible within the bounds of current legisla- <br />tion. <br /> <br />Study Organization <br /> <br />The study will be conducted under the direction of the Water and Power <br />Resources Service, and it will be aided by a multidisciplinary planning team, <br />a professional services contractor or contractors, and the general public. <br />The specific function of each is described in the following paragraphs. <br /> <br />Lead agency <br /> <br />Water and Power will serve as the lead agency for the study. That agency <br />will be responsible for administering the funds allotted to the study and <br />scheduling the various study activities. It is responsible to the Secretary <br />of the Interior for program performance. Water and Power will organize and <br />provide leadership to the planning team. It will schedule and solicit partic- <br />ipation in public involvement activities. It will supervise the professional <br />services contracts to ensure technical adequacy of the investigation. Upon <br />completion of Phase II of the study, the final reports and environmental docu- <br />ments resulting from the investigation will be prepared by Water and Power. <br /> <br />Planning team and subteams <br /> <br />A planning team will be organized as provided by the Principles and <br />Standards and Water and Power Instructions. The team will be multidisci- <br />plinary in participation. It will be composed of representatives of inter- <br />ested Federal, State, and local agencies; business firms; independent organi- <br />zations; and concerned individuals. <br /> <br />The Fish and Wildlife Service will be funded for its required involvement <br />under the Fish and Wildlife Coordination Act. Other agencies will participate <br />under their own funding. <br /> <br />Water and Power will provide the leader for the team, and a reports <br />writer. The team will be divided into specialized subteams as outlined in the <br />proposed planning team organizational chart on the following page. Team and <br />subteam members will be selected from those expressing interest in the study, <br />and a willingness to participate. In addition to the team leader and writer, <br />the lead agency may have active representatives on each subteam but they will <br />not necessarily serve as subteam leaders. <br /> <br />~,*,.~ <br />~'l <br /> <br />lO <br /> <br />001(8; <br />
